Licence types
- Remote gaming concession (concessione per il gioco a distanza) under Legislative Decree 41/2024, art. 6: one concession covers betting (fixed-odds and pool, sports, horse racing and other events), sports and horse-racing pools, national horse-racing games, skill games including card games and fixed-odds games of chance, betting exchange, and bingo
- Concession term: maximum nine years, not renewable; one-off fee of EUR 7 million per concession (EUR 4 million on award, EUR 3 million on starting operations); no more than five concessions per corporate group
- Each concession is tied to one website on the national top-level domain (.it) owned and run by the concessionaire, which may not be made available to third parties
- Numerical games, numerical fixed-odds games and lotteries are run online only by the single concession holders for those games (or with ADM authorisation)
What players get
- National self-exclusion run by ADM: across all concessionaires, for a single concessionaire, or for one game category; indefinite (revocation only after at least nine months) or for a fixed period; requested via SPID on the ADM portal or through any concessionaire where the player has an account
- Concessionaires must provide self-limits on time, spending and losses, deposit limits on the game account, in-play messages on session time and spending, information on problem gambling and a responsible-gambling contact channel (Legislative Decree 41/2024, art. 15)
- Minors must be excluded and the ban displayed on gaming sites
- Account opening requires a valid identity document, or since 13 November 2025 Italy's SPID or electronic ID card (CIE)
- Servers used for the concession must be located in the European Economic Area
- Complaints: the player complains first to the concessionaire, which must answer within 72 hours; since 10 September 2026 unresolved complaints go to ADM only through its 'Portale delle segnalazioni', where the concessionaire again has 72 hours to respond

How to check a licence
ADM publishes the list of authorised remote-gaming concessionaires at https://www.adm.gov.it/portale/monopoli/giochi/gioco_distanza/gioco_dist_concessionari. Under Legislative Decree 41/2024 each concession is tied to a single .it website, which must display the concessionaire's logo or brand; check that the site you are on is the one listed by ADM.
Recent changes
- 2024-03-25: Legislative Decree 41/2024 reorganised remote gaming (in force 4 April 2024): nine-year non-renewable concessions, EUR 7 million fee, one .it site per concession, cap of five concessions per group, new player-protection duties
- 2024-12-17: ADM determination 777860 launched the open tender for the new remote-gaming concessions (notice in the EU Official Journal on 18 December 2024)
- 2024-12-20: Existing remote concessions, due to expire on 31 December 2024, were extended to 17 September 2025 while the tender ran
- 2025-05-30: Tender application window closed (it opened on 31 March 2025)
- 2025-07-24: Tender deadline moved to 12 November 2025 and old concessions extended again to that date
- 2025-11-13: New concessions began operating (secondary); from the same date ADM allowed accounts to be opened with SPID or the electronic ID card
- 2026-09-10: ADM's complaints portal (Portale delle segnalazioni) for online gaming went live, with a 72-hour response duty on concessionaires
Context
Italy runs a closed concession model: the number of online operators is set by public tender rather than open licensing, and the 2025 tender sharply reduced the number of brands by tying each concession to one website
Trade press reported that 52 concessions were awarded to 46 operators in the 2025 tender (secondary)
ADM's protections apply only to its own concessionaires; sites not on the ADM list are not covered by its self-exclusion, complaints portal or deposit-limit rules
Game providers that cite this regulator
From the licences each provider lists on its own site. Supplying games (B2B) is different from running a casino (B2C).
- Number of concessions awarded (52 to 46 operators) and the 13 November 2025 go-live date come only from trade press (secondary); no ADM award notice was found
- Total tender revenue (reported as EUR 364 million) not confirmed by ADM or the Ministry
- The ADM concessionaire list page loads its data dynamically and its contents were not read
- Deposit-limit amounts set in the tender documents not checked
- 'established' = 2012, the year the Monopolies Administration was merged into the Customs Agency to form ADM (per ADM determination 504068/2025); Italy's licensed online market itself pre-dates this
